LOCATION
Cupar Muir is about 1 mile west of the old county town and former royal burgh of Cupar. With a population of about 9,000, Cupar is located some 13 miles from Dundee, 12 miles from Glenrothes and around 10 miles from St Andrews. Located in an attractive and sought-after part of Fife, Cupar has a variety of shops as well as a railway station with services to Dundee, Aberdeen and Edinburgh.
DIRECTIONS
From Glenrothes drive north for 3 miles on the A92 and take the third exit at the roundabout onto the A914 to Cupar. After 6 miles turn left towards Springfield and Cupar Muir. After ½ mile turn right into Cupar Road, (by Springfield Station), signed to Cupar Muir and after another ½ mile turn left into Spruce Gardens. An entrance to the site is straight ahead beyond Muirfield House. Return to Cupar Road and take the next left onto Quarry Road (leading to Trynlaw Gardens). A second entrance to the site is located just beyond No 1 Trynlaw Gardens. Alternatively, return to Cupar Road, via Quarry Road, and immediately turn sharp left into Drum Road. Head uphill along this relatively narrow road and after circa 250 metres, beyond the last house on the left, there is small layby on the left adjacent to a former entrance. The property’s north-eastern boundary has a long frontage to Drum Road.
DESCRIPTION
The site was the location of a sawmill until 2000 and in 2007 planning permission was obtained for development of 37 houses. The sawmill buildings have been removed and some foundations for the originally conceived development have been constructed. To the north and west the site is bordered by agricultural land. To the south there is housing on Spruce Gardens and Trynlaw Gardens. The east side is bounded by Drum Road.
The main access to any development on the site will be via Spruce Gardens. Please note there are some title conditions that relate to the access route. Much of the ground is flat, and is now partly overgrown by gorse and scrub. The boundary of the site, especially to the north and east is mainly formed by mature trees. There are, however, some spoil heaps and in places construction work has commenced. Once complete, this should be an attractive and successful development, in a desirable location and within an easy commute of four important centres. All rights reserved. Planning Application Ref: 04/03282/EFULL was granted on appeal (Ref: Decision P/PPA/250/332) to allow a further 3 years for submission of Reserved Matters. The property then received Reserved Matters Planning Consent (for detailed roads and layout and erection of 37 dwellinghouses – 07/01297/EARM. Under the Adopted Fife Local Development Plan 2017, the site is described as a “Housing Opportunity Site” and is designated as an opportunity site with preferred use as housing. In 2019 a pre-application consultation process – Ref: 19/03031/PAN – was undertaken with a view to renewing consent of residential development on the site.
